Israel’s Government Companies Authority has paused its review of the original deal structure and wants a substantially revised proposal, putting Hapag-Lloyd’s $4.2 billion bid for Zim back at the starting line.

THE TAKE — A new application process plus a shareholder group holding more than 10% of Zim and questioning whether the changes warrant a fresh vote makes a late-2026 close look increasingly optimistic. Hapag-Lloyd’s CEO is arguing the regulator’s objections target the original proposal rather than the improved one, but that’s an argument for the new filing, not a way around it. The restructured plan’s concessions — 16 vessels for the Israeli entity versus 11 required and a tighter foreign-ownership threshold — show how much ground the buyer is willing to give to keep the deal alive.

IDScan.net’s finding that attempted identity fraud in U.S. cargo and logistics rose 213% between 2023 and 2024, then climbed another 30% in 2025, suggests this is a sector-wide trend rather than a Mexico-specific one. Advance payments to customs brokers are the obvious soft spot, which makes out-of-band verification of any banking-detail change the simplest defense.
