Amendments Expand Access to Relief Under Steel Derivative Goods Surtax Remission Order
Ottawa, ON – The Government of Canada has amended the Steel Derivative Goods Surtax Remission Order to add additional products to Schedules 1, 2 and 3 following an assessment of the first round of remission requests received by the Department of Finance.
These changes provide surtax relief for a broader range of steel derivative products and importers.
What the Changes Mean
Schedule 1: Permanent Relief for All Importers
- Products added to Schedule 1 qualify for surtax remission for all importers.
- Relief applies retroactively to imports made on or after December 26, 2025, when the tariff on steel derivative goods came into effect.
- No end date applies to the remission for these products.
Schedule 2: Temporary Relief for All Importers
- Products listed in Schedule 2 are eligible for remission for all importers on a time-limited basis.
- To qualify, goods must be imported before the deadline specified for each product in the Schedule.
- These products may be reviewed in the future to determine whether an extension of remission is warranted, taking into account factors such as Canadian production capacity and availability.
Schedule 3: Relief for Specific Importers
- Products listed in Schedule 3 qualify for remission only when imported by the importer identified in the Schedule by business number.
- Importers must meet any applicable conditions and import goods within the specified eligibility period.
- Time-limited remissions may be reviewed in the future to assess whether continued relief is appropriate.
Background
The Steel Derivative Goods Surtax Remission Order provides relief from surtaxes in situations where Canadian businesses face challenges sourcing specific products domestically or where other circumstances justify remission. The latest amendments reflect the Government’s ongoing review of requests submitted by Canadian importers and manufacturers.
Additional Information
Importers should review the amended schedules carefully to confirm:
- Whether their products have been added to a schedule;
- The applicable eligibility period;
- Any importer-specific requirements or conditions; and
- Whether previously paid surtax may qualify for a remission claim.
