EXPECT WEEKEND DELAYS FOR IMPORTS INTO CANADA

Delays in Processing EDI and eManifest Portal Messages  

Supply Chain Partners Affected: All users transmitting trade data via EDI and eManifest portal

Update Summary:

CBSA has resolved the core issue affecting EDI and eManifest systems. However, processing delays continue as the system works through a backlog of electronic messages.

Border Operational impacts at the border are expected to persist into the weekend.

Current Impact:

  • Inbound data is being received and processed.
  • Outbound messages (e.g., acknowledgements, reject messages, RNS, completeness notices) are delayed.
  • eManifest portal users may see trade data stuck in “Updating” status.

Shipments requiring PGA/CFIA approval may be delayed by more than 12 hours, as they are processed on a first-in, first-out basis. Duplicate resubmissions for CFIA approval can lead to errors, so repeat submissions should be avoided. Perishable and urgent shipments will be prioritized when possible.

CBSA Response:

  • CBSA is actively working to clear the backlog.
  • No estimated time for full resolution is available yet.

What You Need to Do:

  • Follow CBSA’s contingency procedures during this delay:
  • CBSA Contingency Procedures
  • Highway carriers: Ensure drivers have two copies of all required paperwork when arriving at the border.
  • CBSA will accept paper documentation during this outage.
  • No penalties will be issued for failure to transmit data during the outage or within 2 hours after systems resume.
  • Canadian Export Reporting System (CERS) and CARM Client Portals (CCP) are experiencing intermittent access issues.

On Sunday, September 28, 2025, following a planned systems maintenance update, the CBSA hit a problem that shut down its primary border processing systems (ACROSS, Single Window, eManifest and Commercial Exports). While the problem has been resolved, the fall-out continues to impact operations. 

 

The systems are processing the backlog of electronic messages, and we are catching up; as we continue to move toward normal business, you can expect to see an increasing number of shipments being cleared electronically using regular clearance procedures.

 

CBSA Systems Outage Contingency Plan procedures will remain in effect for commercial goods arriving where the electronic message (Single Window Declaration or eManifest) is not on file. We expect this to be the exception as we move into the weekend. 

 

Communications to commercial stakeholders will continue over the coming days, updating you on the progress on mitigating the backlogs. 

 

This incident was not the result of a cyber attack – it occurred following a planned systems maintenance event. Furthermore, this incident did not directly impact the CBSA Assessment and Revenue Management (CARM) system.
