State of Hawaii Wharfage and Port Security Fee Increases July 1, 2026

Aloha HFS Customers:

As part of the State of Hawaii Department of Transportation, Harbors Division’s financing plan for its Harbors Modernization Program, the State has been phasing in wharfage and port security fee increases on July 1 over the last several years. These fees support important development work under the Harbors Modernization Program: expanding harbor capacity, accommodating advancements in containerized cargo handling, alleviating congestion and expanding available operational space, and developing more adaptable and resilient port facilities.

The Harbors Division has announced increases to both wharfage and port security fees of 3.0%, effective July 1, 2026. In order to mirror these State fee increases, the steamship lines will increase its related charges by the same amounts on July 1, 2026.

As a result, it is necessary for Honolulu Freight Service to pass on these increases, as these adjustments are a direct pass-through of the ocean carrier price increases.
