Updated Tariff Rate Quotas on Imports of Certain Steel Goods

Further to the Prime Minister’s announcement on November 26, 2025, effective December 26, 2025, the tariff rate quotas (TRQs) for certain steel goods that are listed under item 82 on the Import Control List (ICL), have been updated.    

 

In accordance with the Second Amending Surtax Order, the TRQs import volumes have been reduced to 20% from 50% of 2024 import volumes for non-FTA partners and to 75% from 100% of 2024 levels for non-CUSMA FTA partners. There has also been a reclassification of certain tariff items amongst three classes of goods, specifically for line pipe, large diameter line pipe and standard pipe and tariff item 7216.91.00.10 has been removed from the structural steel class of goods. 

 

Guidance for the TRQs, including detailed information on the purpose, coverage, quota volumes, duration, and method of administration, is available in the new Notice to importers: Item 82 – Steel goods – Serial No. 1160. Steel importers may apply for shipment-specific permits from Global Affairs Canada to import the covered steel goods within quota volumes, free of the surtax set out in the Amended Surtax Order. In accordance with section 4.2.2, of the Notice to importers no.1160, requests for shipment-specific permits will be accepted up to 15 days prior to the expected date of entry of the shipment in Canada specified by the importer in their application. Please note that for permits issued with an entry date in a future quarterly quota period, any portion of the 5-day prior validity that falls in the previous quarterly period will not apply. Rather, the validity period will begin on the first day of a new quarterly quota period. For permits issued with an entry date in a current quarterly period, the validity extending into a future quarterly period remains as described under section 4.2.3 of the Notice to importers no.1160.   

 

For utilization data, importers can consult the TRQs utilization data quarterly reports published online, which are updated daily and provide details by product category and country of origin.

Responsibility for managing TRQ time allocations and monitoring quota utilization rests with the importer. Importers are strongly encouraged to proactively track their quota usage and submit complete documentation well in advance to allow sufficient time for processing. While every effort is made to facilitate timely submissions, TRQ access and outcomes are subject to timing and quota availability and therefore cannot be guaranteed.
