| Major Changes to Section 232 Tariffs on Steel, Aluminum, and Copper Effective April 6, 2026
A Presidential Proclamation has implemented major changes to the Section 232 tariffs on steel, aluminum, and copper. All existing HTS classifications associated with the Section 232 tariffs on steel, aluminum, and copper are being discontinued and being replaced with a singular set of new 9903 HTS classifications covering all three Section 232 cases.
All of the changes are outlined within annexes to the Presidential Proclamation (see link below). The primary changes are as follows:
- Goods under the HTS#s listed in Annex 1A will remain subject to a 50% Section 232 rate based on the full value of the product.
- Goods under the HTS#s listed in Annex 1B will now be subject to a 25% Section 232 rate based on full value of the product. For these goods, the rate is being reduced; however, the tariff will now be assessable on the full value of the product. There will be no more splitting of the entered value with duty only applied on the metal content.
- Goods under the HTS#s listed in annex II will no longer be subject to the steel/alum Section 232 tariffs.
- Goods under the HTS#s listed in annex III will be subject to a temporary reduced Section 232 rate.
- A new exemption from the Section 232 tariffs is applicable to derivative goods which contain less than 15% (by weight) metal content.
- Goods made abroad from U.S. metals are no longer fully exempt from the Section 232 tariff; rather, a 10% rate (inclusive of the base HTS rate) will apply.
- Special rates will remain in place for eligible United Kingdom origin products.
- Special provisions/rates have been set for Russia origin goods.
- Special provision set for certain goods which are motorcycle parts.
- Establishment of allowance of manufacturing drawback on goods from specific counties.
The above changes will be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern standard time on April 6, 2026.
