Aluminum Imports Monitoring Program
Regulations to collect country of smelt and cast (CSC) information for aluminum products subject to the Aluminum Import Monitoring Program have been approved and published in the Canada Gazette, Part II: Order Amending the General Import Permit No. 83 — Aluminum Products: SOR/2026-136
The regulations will come into force on October 1, 2026.
As of this date, importers will be required to provide CSC information, at the time of importation, as a term and condition of using the General Import Permit No. 83 – Aluminum Products.
Customs documents must provide the following information:
- a detailed description of the goods, including an indication of whether the goods contain primary or secondary aluminum;
- in the case of goods that contain primary aluminum, the country of largest smelt and, if any, the country of second-largest smelt; and
- the country of most recent cast.
Flexibility is being provided to importers, especially small businesses, as the requirement to provide CSC information would not apply to imports of applicable aluminum goods that do not exceed $5,000.
Global Affairs Canada (GAC) is responsible for administering the import permit regime including GIP 83.
Canada Border Services Agency (CBSA) is responsible for the collections of CSC data and transmits that aluminum importing data to GAC.
Importers can face penalties up to $25,000 (per infraction) for failing to provide GIP 83 and CSC data.
