The Surface Transportation Board lifted a hold on its review of Union Pacific and Norfolk Southern’s $85 billion merger and set a procedural schedule, pushing final briefs to May 28, 2027 and a decision within 90 days after the record closes — even as BNSF, CSX and shipper groups have already asked the board to deny the application outright.
| THE TAKE — The new schedule buys UP and NS more runway to defend the deal, but it also sets a hard deadline: parties who want to intervene and shape any merger conditions must file by September 4. Shippers negotiating multi-year rail contracts should treat that date as their last real chance to get service and rate protections written into the record. |

AAR’s weekly rail traffic report shows U.S. carloads and intermodal volume up a combined 2.4% year over year for the week ending Aug. 15, with metallic minerals and ores surging nearly 19% as Section 232 tariffs keep domestic steel mills running hotter, even as motor vehicle and coal carloads pulled back.

A 37-year-old Texas woman surrendered to authorities in the Union Pacific rail-container smuggling case that killed seven migrants in a sealed, unventilated shipping container near San Antonio in May, becoming the latest of 11 defendants charged in what prosecutors describe as a three-year, cross-border smuggling operation.

A federal Inspector General audit found that U.S. Postal Service contract mail carriers at two of ten audited sites couldn’t answer basic questions in English, while badge and background-check tracking was so inconsistent that only 35% of interviewed carriers had valid credentials on file.
