The Canada Border Services Agency (CBSA) has announced a new surtax order targeting specific steel and aluminum goods originating from China, effective July 31, 2025

- Steel goods melted and poured in China
- Aluminum goods smelted and cast in China
- Importers must provide documentation (e.g., certificates, reports, or commercial invoices) proving origin outside China to avoid this additional surtax.
- Goods are deemed to originate from China if documentation is not provided upon request.
- This measure addresses global overcapacity and non-market practices, aligning with Canada’s trade response to U.S. tariffs under Section 232.
