The Canada Border Services Agency (CBSA) has clarified recent changes to the U.S. surtax measures following government announcements. While the Prime Minister indicated that tariffs on most U.S. goods have been removed effective September 1, 2025, this applies specifically to all U.S. goods except for steel, aluminum, and autos, which remain subject to tariffs.
Importers should note that the broad U.S. surtax (2025-1) has been repealed and replaced by sector-specific measures. Goods outside the designated sectors now benefit from normal MFN tariff treatment, regardless of CUSMA certification status.
The continued tariffs on steel, aluminum, and autos are aligned with sector-specific orders and not tied to general CUSMA exemptions.
